Permission to Engage in Activity Other Than That Permitted by the Status of Residence

What is this permission?

This permission allows foreign nationals to work or earn income outside the activities permitted under their current status of residence.
For example, international students whose main purpose is “study” can work part-time if they obtain this permission.

When is it required?

  • When international students want to do part-time work (e.g., convenience stores, restaurants, tutoring)
  • When a spouse with “Dependent” status wants to work part-time
  • When a holder of a work visa wants to do additional side work (only in limited cases)

👉 In short, this permission is required whenever you earn income outside the scope of your original visa activities.

Working hour limits

  • International students: Up to 28 hours per week (up to 40 hours per week during long school vacations)
  • Dependents: Up to 28 hours per week
  • Exceeding these limits may be considered unauthorized employment, which could result in cancellation of residence status or deportation.

Who can apply?

  • The foreign national themselves must apply at the nearest Immigration Bureau.
  • Applications can also be submitted by an authorized representative such as an administrative scrivener (gyoseishoshi).

Required documents (example: part-time work for students)

  • Application form for Permission to Engage in Activity Other Than That Permitted
  • Certificate of enrollment or student ID copy
  • Residence card and passport
  • Information about the part-time job (employer name, type of work, etc.)

Application process

  1. Prepare necessary documents
Gather school certificates, application forms, and identification documents.
  2. Submit to Immigration Bureau
Applications must be submitted in person at the local immigration office (no application fee required).
  3. Examination (about 2 weeks to 2 months)
Immigration reviews whether the activity will not interfere with study or family responsibilities.
  4. Permission granted
If approved, a stamp/sticker will be added on the back of your residence card indicating the permission.

Examples

  • International student
A university student works 20 hours per week at a convenience store → Legal if permission is obtained.
However, neglecting studies may negatively affect visa renewal.
  • Dependent spouse
A spouse of a worker in Japan works 25 hours per week part-time → Legal if permission is obtained.

Important notes

  • Starting part-time work before receiving permission is considered unauthorized employment.
  • Violations may affect future visa extensions or changes.
  • Certain jobs (e.g., adult entertainment industry) are strictly prohibited under this permission.

Benefits

  • Provides financial support during studies or family stay in Japan
  • Allows lawful work experience outside the scope of the original visa
  • Helps build career skills for future employment in Japan

Why consult a professional?

  • Ensures complete and correct documentation
  • Guidance on lawful working conditions that do not interfere with study or family life
  • Reduces the risk of violations that could affect future visa applications
